Testing, who can name the source?

I've been wondering how far we have gone down that rode to serfdom and have forgotten our principles and standards. There is a correct name for the document from which this quote was taken. What is it? For those who voted for POTUS Obama or McCain, I'm thinking you don't want to even venture a guess.
